In this case, your task is to:
1. Describe and explain how al-Qaida was able to successfully carry out these attacks without detection by U.S. authorities and why these attacks have been termed - rightly or wrongly - America's "Second Pearl Harbor."
2. Briefly summarize the major roles and responsibilities of each DHS resident agency with regard to counterterrorism and preventing the next major terrorist attack against the homeland.
