On p. 173 of the book, Savage Inequalities: Children in American Schools author, Jonathan Kozol writes: "There is this stunted image of our nation as a land that can afford one of two dreams - liberty or equity - but cannot manage both". Briefly explain what he means by this in relation to the educational problems he is reporting on in 1991.
