HISTORICAL FACTS: President Woodrow Wilson was re-elected in 1916 with the campaign slogan, "He Kept Us Out of War," promising to keep America from being drawn into the European war (now known as World War I). In January 1917, Germany resumed unrestricted submarine warfare, hoping to prevent the Allies from receiving US supplies. Although no American ships had yet been sunk, President Wilson ordered that the American merchant vessels be armed, calling his policies, "armed neutrality." Huge rallies of Americans demanded peace. British cryptographers deciphered an intercepted telegram from the German foreign minister to the German minister in Mexico offering US territory to Mexico in return for joining the German cause. The British presented the telegram to President Wilson in February 1917. The American press published news of the telegram on March 1. On April 6, 1917, the US Congress formally declared war on Germany.
