Austria has a history of strong hostility to nuclear power, and over the last twenty years the Austrians have shut down all of the reactors in Austria. In November 2000, a nuclear reactor located on the Czech side of the border between the Czech Republic and Austria was turned on for the first time, despite strong popular and political protests by Austrian citizens and the Austrian government. Use the theory of welfare economics to analyze this situation, and explain what the Coase Theorem suggests is the problem and the solution.
