After starting the job, I learned that I was hired over other candidates mostly from within the department. This has caused a severe distrust by employees of the department because I'm considered an "outsider" hired by the city manager to "clean house."

Further, the Police Department has been plagued by low levels of trust between the citizens especially those in lower socio-economical areas and patrol officers. Most of the patrol officers are content to just show up to work and answer calls for service. Self-initiated activity (vehicle stops, suspicious person contacts, probation searches, etc.) is non-existent. I've also heard that some officers created special tattoos and challenge coins depicting the Grim Reaper and the Police Department Patch. Additionally, the specialized gang enforcement team will not allow anyone to enter their work area without their permission; management included.

I hope that this summary gives you enough insight into our organizational issues and you are able to develop a viable solution. Create a presentation to the city manager, which should be 8 to 10 slides (excluding title and reference slides) with speaker notes. In your presentation, include the following information. Each team member should put their name in the lower right corner of the footer of the slide(s) they were responsible to complete. Include the following components in your PowerPoint presentation:

• Overview: A brief summary of the information that will be presented.

• Current Culture: Explain the current culture in the police department and include an assessment of:

o Employee morale

o Work habits

o Major behavioral issues

o To support your assessment, include artifacts and observed behaviors that result in a negative subculture in the organization.

• Recommendations: Present the organizational change that should be implemented to improve the current culture. Address the reasoning behind your recommendations and the processes that you selected, explaining why and how they will help improve the police department culture. Include research from four peer-reviewed sources to support your recommendations.

• Conclusion

Your 8 to 10 slide requirement is excluding your title, introduction, and reference slides.

• Use one basic slide design and layout.

• Make the text large enough to be read by your audience (font size 20-34 point).

• Limit each slide to between 6 and 8 lines of content.
