Try to find situations where an RTP application might reasonably do the following:
¦ Send multiple packets at essentially the same time that need different timestamps.
¦ Send packets at different times that need the same timestamp.
Argue, in consequence, that RTP timestamps must, in at least some cases, be provided (at least indirectly) by the application.
Hint: Think of cases where the sending rate and playback rate might not match
