Are there situations where ocr is necessary

Problem: Optical character recognition (OCR) basically means you are converting an image of text into machine-readable (and, therefore, searchable and editable) text. However, using OCR to convert an old print material entails many challenges and it is considered an expensive exercise. For example, remember that scanning is not the same as OCR, and remember that some PDF files actually are in image format, as opposed to OCR format. So, are there situations where OCR is necessary in electronic documents and records management, and is the cost associated with it justifiable?
