Pay-for-performance programs use financial incentives to improve quality of health care and/or contain costs. What are the pros and cons of this approach?

- Describe the objectives of pay-for-performance policies.
- Are some or all pay-for-performance programs meeting their goals? If so, explain why you think they are effective. If not, identify the main obstacles and what could be done to improve their effectiveness. Be sure to provide specific examples of pay-for-performance programs to support your response, and discuss outcomes in terms of:
- Impact on quality improvement
- Unintended and/or negative consequences
