As the training officer, he has asked you to further review discretion and how it is utilized. In your response to the chief, you should first identify discretion. How should it be used in juvenile encounters? Second, explain at least four factors that influence discretion. Also, tell if these factors could be used in a negative way, and if so, how? Third, provide your position on discretion. Should the department continue to allow officers to use it in juvenile encounters, or should a policy be implemented whereby discretion is reduced or eliminated? Why?
