In healthcare administration, numerous barriers can affect patients and medical staff or hinder the quality of medical care they can provide. In healthcare institutions and medical practices, many employees and medical staff can face a multitude of issues. Having a shortage of medical specialists and nurses is a major issue in the healthcare industry today. However, this does not only affect patients within the United States, but also other patients across the globe. Many healthcare managers have raised such a large concern over the lack of medical specialists and nurses, as scheduling complexities and hiring new medical staff could arise. One other thing that will be detailed throughout this essay will be how the depletion of healthcare professionals, along with how it could be published and thoroughly and properly addressed.

What is the Health Care Administration Issue?

The staffing shortage in the healthcare industry has been on the rise since the beginning of the COVID-19 pandemic. Currently, healthcare administration and nursing leaders are succumbing to temporary measures to stay above water. These short-lived options are affecting the healthcare systems' bottom line and return on investment (Chervoni-Knapp, 2022). With seeing a rise in staffing shortages, along with the impacted educational programs, such as nursing, this intensifies the healthcare provider shortage. On the contrary, this also interrupts the channel for medical and nursing students. Due to the lack of proper medical staff, many hospitals and medical clinics have made a hard decision to turn numerous medical and nursing students away due to the lack of funding. A long-term goal that would bridge the gap between staffing shortages in healthcare would include having the opportunity to recruit nursing and medical staff from different healthcare organizations across the country, or even internationally. Nurses who are recruited from Mexico and Canada may work in the United States with a special TN visa, an RN license from their country, and pass the NCLEX and state licensure requirements (Chervoni-Knapp, 2022). Without having the proper employees who meet the required credentials to be able to efficiently fill these roles and replace the necessary medical staff, there is such a staffing shortage, which in turn could cause burnouts to occur, and see an increase in medical errors, and overcrowded hospital and medical clinic lobbies. While understaffing has always been such an issue in healthcare, due to the end of the COVID-19 pandemic, we are currently battling a larger issue amongst staffing shortages.

What Resources are available to resolve this Issue?

There are numerous resources that would be able to fully aid healthcare organizations that are potentially facing staffing shortages post-COVID and due to a lack of qualifications. There is a vast diversity of resources available to aid in staffing shortages. Being able to offer diverse internships, residency programs, and unique scholarship programs and opportunities can make your healthcare organization stand out amongst the others, while ensuring an increase and steady flow of potential new medical and nursing staff (Bray, 2024). Those who can feel the most impact from the shortage of medical staff necessary to meet the needs of patients include different stakeholders, members of the board, and those who oversee ensuring that financial and executive departments are able to continue their initiatives for the organization to remain successful. One resource that was extremely helpful during the pandemic was the use and implementation of telehealth services, so that patients who needed to be seen in medical clinics were given the opportunity to use telehealth services to receive medical care without leaving the comforts of their home. Telehealth can help alleviate some of the pressure on healthcare facilities by providing remote care and can be extremely useful for follow-up visits, chronic disease management, and mental health services(Bray, 2024). In order to effectively battle and manage staffing shortage with post-COVID, healthcare managers can create a more flexible schedule, so that their staff is not left feeling more exhausted and burnt out with having to work a little harder due to staffing shortages across the nation (Chervoni-Knapp, 2022). Having readily available access to all of these resources will ensure that healthcare administrators have all of the tools and resources they need to effectively battle staffing shortages in different healthcare organizations.

What Classifies an Ideal Healthcare Leader

With experiencing such a drastic shortage of nurses and medical professionals throughout numerous healthcare organizations and specialties, this can take a toll on a multitude of patients. Different leaders have unique characteristics, and there is no single set of characteristics a leader must have. However, good leaders have core attributes that transcend generations and changing environmental conditions(Empowering Qualities and Skills for Leaders in Neurosurgery - Surgical Neurology International, 2021). In order to be an effective healthcare leader, one must also be able to effectively show compassion and empathy for others. Another great quality is that healthcare leaders can effectively demonstrate better communication skills while also learning how to be more effective listeners. As healthcare leaders, our subordinates look up to us for guidance and advice on different topics when it comes to solving issues within their departments, whether it be handling financial budgets or managing the proper quality of medical care that patients receive under our care. Influencing also refers to a strategy where "vital" specific behaviors are shown and changed to solve problems. In the book Influencer: The New Science of Leading Change, the authors describe the study of positive deviance. The authors present an example of a hospital with 13 months of declining service scores. A quality project examined the "vital" behaviors in outlier departments and teams with the highest customer satisfaction scores(Empowering Qualities and Skills for Leaders in Neurosurgery - Surgical Neurology International, 2021). If a healthcare leader did not have the opportunity to openly speak to their staff, communication errors and issues could occur. Memos and updates to departments could be misconstrued and misunderstood if effective communication is not used by healthcare leaders. Strong leaders wish to push their subordinates and teammates to their fullest potential. Healthcare leaders must give their all to their subordinates if they wish to fully prosper success among their organizations and departments.

External Regulations Which Must be Considered?

In order for the healthcare organization to ensure that institutional, governmental, or corporate regulations and numerous outside factors are considered first. Regulations and rules that are enforced upon an organization by outside resources and are implemented into the daily operations are commonly referred to as external regulations. Regulation can be defined as: "sustained and focused control exercised by a public agency over activities which are valued by a community"(Dunbar et al., 2023). Dealing with staffing shortages can be grueling and frustrating for the entire medical department. We must consider other department heads, because now they fully understand how detrimental and stressful it can be if not enough staff are on hand in order to bear the weight of the patient load. The nurse-to-patient ratio will not be the same, and some patients may feel as if they do not receive the same quality of medical care. Several tools/frameworks have been developed in the field of implementation science. The Consolidated Framework for Implementation Research (CFIR) is one such framework. The CFIR was developed by drawing together disparate existing theories on implementation to produce an "overarching typology-a list of constructs to promote theory development and verification about what works where and why across multiple contexts (Dunbar et al., 2023). Each of which should be thoroughly examined, since there is such a shortage of medical staff in the world of healthcare today. A shortage of employees means longer workdays, fewer nurses to handle the patient load, and more stress, which can eventually leave nurses and medical staff feeling extremely exhausted and burnt out.

Describe the Organizational and Strategic Development Structures That Address the Problem

Having a shortage of nurses and medical staff ultimately necessitates the need for the implementation of strong and effective organizational and strategic improvement mechanisms. The first step we must take is to identify health care workforce needs by area of expertise, skill type, and skill level, and how these may be changed during periods of strain or surge. Some examples of these include implementing a nursing staff indicator, as proposed by the CDC. Another great idea would be an implementation for nursing homes, which was introduced by the Centers for Medicaid & Medicare Services. Conducting annual revaluations to ensure that successful staffing models for clinical roles are properly staffed. Researchers must ask these questions themselves. How many staff members are unavailable due to factors such as illness, health concerns (e.g., pre-existing conditions precluding them from high-risk work), and family care needs? At what point will changes in provider-to-patient ratios or non-traditional staffing on units be implemented? Are there changes to elective procedure scheduling or regional (e.g., health care coalition) actions that occur in response to these types of situations? Practical considerations that we must consider include being able to effectively address PPE concerns to prevent the spread of diseases amongst medical staff and the patients they are treating. Address PPE concerns through training and practice to increase comfort with use (Strategies for Managing a Surge in Healthcare Provider Demand, 2021). When doing this, it encourages others to think in advance about how PPE can be essential and useful in the medical field, due to the number of complex diseases they encounter daily. When the pandemic struck, the number of PPE that was readily available to nurses and medical staff began to dwindle due to the overwhelming number of patient cases that kept flowing into the hospitals due to the COVID diagnosis. In order to properly battle staffing shortages, the healthcare organization can begin working with a staffing agency in order to hire the personnel needed, who might already have contracts within the healthcare organization. (Strategies for Managing a Surge in Healthcare Provider Demand, 2021). When healthcare organizations are able to supplement their staff from individuals from a staffing agency, this can also help to fill the gaps where some medical staff may feel stretched out, burnt out, and extremely overwhelmed and overworked.

Current Strategies for Communication of Proposal

In order to alleviate the shortage of medical staff, there should be excellent strategies and plans that are put in place. Communication within multigenerational teams is fraught with challenges, often around issues of miscommunication, message penetrance, or failed communication. This can lead to conflict between parties, particularly if an individual believes that they have clearly communicated their message and the recipient does not (Germaine et al., 2020). When trying to get the right message across on the medical research conducted, it is important to always remember the audience of the research conducted. If this research were presented to the wrong type of audience, a lot of errors could occur and could be found within the research presented. During the 2020 pandemic, it opened and created the doors to barriers of communication that one would never think would occur. The need for social distancing forced PDs and departments to alter their typical communication pathways, particularly in small programs whose communication had previously been in-person (Germaine et al., 2020). During this time, is when telehealth medical services began to become more and more popular in the healthcare sector. Using telehealth services during the questionable times of the COVID pandemic had given patients the ease of medical care without having to leave the safety of their homes. Moreover, the communication and interaction of our trainees with clinical services is likely forevermore changed. Participation in interdisciplinary conferences and interactive case reviews with clinicians via online conferencing platforms has become the norm(Germaine et al., 2020). As the years pass and healthcare does evolve, researchers can expect to see a change in how communication barriers can be fought.
