Write a clear and well thought out easy on the following problem as a community manager or emergency manager. The Hazard Vulnerability Assessment shows there are population groups that are most at risk in a natural disaster (FEMA's all-hazardous approach). Describe at lease five threaten groups and the problems for your community. What are the groups or population that these threats might target or harm?

v. poorly educated
