Consider the quotation from the 1914 Industrial Relations Commission setting forth the worker's view of the legal system.
There exist among workers that they are denied justice in the enactment, adjudication, and administration of law, that the law serve the interest of property owners and employers over wage earners, that the very instruments of democracy are often used to oppress them and place obstacles in their movement towards economic, industrial and political freedom and justice.
How could the law in this country be captured by the interests of any one group?
