A small steel manufacturing firm has had a chronic problem of scrap and rework in the wire mill. the costs involved have reached a level where they are a major factor in the profit of the division. all levels of personnel in the wire mill are aware of the problem and there is agreement on the vital few product lines that account for mst of the problem. However, no reduction in scrapp and rework costs has been achieved.
