A particular polymer has a critical stress intensity

A particular polymer has a critical stress intensity parameter of 5 MPa?m^1/ 2 and a strength of 150 MPa. It is being used as a plate that experiences tension. The maximum stress it is designed to experience is 80% of its strength. You are inspecting these plates, and the minimum crack length (L) you can detect is 1.5 mm (In other words after inspection you will be able to guarantee, any flaw in the inspected plate will be less than 1.5 mm). Is the design stress appropriate to ensure that failure will not occur after your inspection (consider both surface and internal cracks)? If not, calculate the maximum stress you will certify this plate to withstand. For this calculation use Y = 1. Recall L = 2a for an internal crack and L=a for a surface crack.
