For lighting the loads, neutral conductor is essential and thus, secondary should be star winding. Also this lighting load is constantly unbalanced within all three phases. In order to minimize current unbalance within the primary we should use the delta winding within primary. Hence, the delta or the star transformer is used for lighting the loads.
