a. Inherent Part of Management : Human resource management is inherent in the procedure of management. This function is carried out by all the managers throughout the organization rather than through the personnel department only. If a manager is to acquire the best of his people, he should undertake the essential responsibility of selecting people who will work under him.
b. Pervasive Function : Human Resource Management is a pervasive function of the management. It is carried out by all managers at many levels in the organization. It is not a responsibility that a manager can leave totally to someone else. However, he might secure advice and aid in managing people from experts who have special competence in personnel management and industrial relations.
c. Basic to all Functional Areas : Human Resource Management infuses all the functional area of management like financial management, production management, and marketing management. That is all managers from top to bottom; working in any department has to carry out the personnel functions.
d. People Centered : Human Resource Management is people centered and is relevant in all kinds of organizations. It is concerned with all classification of personnel from top to the bottom of the organization. The broad categorization of personnel in an industrial enterprise might be as follows:
i) Blue-collar workers (that is, those working on machines and engaged in loading, unloading and so forth.) and white-collar workers (that is, clerical employees),
ii) Managerial and non-managerial personnel,
iii) Professionals (like Chartered Accountant, Company Secretary, Lawyer, and so forth.) and non-professional personnel. e. Personnel Functions or Activities : Human Resource Management involves various functions concerned with the management of people at work. It consists of manpower planning, employment, placement, training, assessment and reimbursement of employees. For the performance of such activities efficiently, a separate department named as Personnel Department is created in most of the organizations. f. Continuous functions : Human Resource Management is not a one shot ‘function. It should be carried out continuously if the organizational aims are to be accomplished smoothly. g. Based on Human Relations : Human Resource Management is concerned with the inspiration of human resources in the organization. The human beings cannot be dealt with like physical factors of production. Every person has dissimilar wants, perceptions and anticipations. The managers must give due attention to these factors. They need human relations skills to deal with the people at work. Human relations skills are also needed in training performance evaluation, transfer and endorsement of subordinates.
