You are starting a new business / organization. Having a "clean sheet" to work with describe how you would go about building your supply chain. Include both upstream and downstream issues.
Include the things you would want to accomplish and also the things you would want to prevent from happening.
The paper is not a formal research paper, no footnotes are required. Do include a beginning abstract. The correct length is when you have said what you need to. Do include a bibliography if you use outside sources.
