Suppose VW has announced plans to build an automotive parts production facility just inside the city limits of a small retirement community in Florida. VW stated that they were attracted to the location because of the quality of life. The plant would be approximately 2 million square feet on a 200-acre site and employ about 1,600 production workers and managers. VW stated that their second choice for a location is in Mexico. The city council has scheduled a public hearing.
