When an event occurs that threatens the provision of critical services, many questions need to be answered quickly to determine next steps. Identifying the issue, communicating with the public, and launching an investigation and/or criminal apprehension are just several of the immediate decisions that have to be made.
Consider your position on a fairly recent example, a California power substation attack that threatened a sector of critical infrastructure.
