1: From what I have read, I believe there are five main parts of a TCP/IP plan. The first part is figuring what your TCP/IP network is going to look like and be composed of. There are different kinds of networks, network medias, and network topologies. You need to figure out which ones you are going to use as well as figuring out a number of other things. The second part is setting up a network addressing scheme.

Each computer needs an IP address and you need a central server to give them out. For extra security, you can have the IP addresses changed on a regular basis by the central server.You need to make sure each computer gets a suitable IP address. The fifth part which is not exactly necessary but still important is adding routers. Routers help you connect your network to another one. Depending on your network's topology you also might be in need of a router or routers.

6:You mentioned Frontpage. It has been about 15 years since I used Frontpage last. I'm not sure if it is supported in the latest versions of Microsoft Office. I was never fond of the templates. They were hard to maintain and modify after the pages were created.
