Weaknesses defined as constraints

Problem: How does below theory apply to your current or most recent employer?

"Weaknesses are defined as constraints because they block the ability of the organization to achieve certain goals and objectives. In other words, if weaknesses or weak links exists within a process or task, that weakness becomes a constraint in terms of progressing ahead in the process or task to achieve desired goals or objectives.

For example, weakness among employees to fully understand and contribute to a process due to lack of education or training can become a constraint in terms of completing the process successfully.

The theory of constraints says that there could be only one constraint at a time and other weaknesses prevailing at that point of time are non-constraints until these non constraints become the weakest link.
