"To have a coordinated reaction to unexpected events-in other words, to respond to incidents once they've been detected-an organization must designate a group of individuals with primary responsibility for dealing with the situation and reestablishing the security of the organization's information assets. Individuals who belong to this group must be carefully selected so that the appropriate range of skills needed in any possible contingency is available." (Whitman P-233).
