1) Describe the issue at the origin of the policy and the conditions that surrounded it. When did it take place? Must include date, triggering events, first mention of it in the media and/or government/pressure group documents, historical context and any element that can be useful to understand the issue and how it got on the political agenda.

2) Identify the main social actors and their positions about the issue. Who are the main social actors involved in the issue and what are their positions? Include how the actors construct the problem and what solutions they suggest. Put in appendix documents or photocopies of documents presenting the actors and their positions (newspapers articles, brochures, etc.).

3) Describe the role played by the institutions, at any point of the policy process.

Do institutions, beside the ones involved in all cases (ex.: centralization of decision-making power within the PM's hands), play a particular role in the policy process studied? If so, how? Keep in mind that institution is not a synonym for organization.

4) Identify the main state actors and their positions about the issue. Who are the state actor(s) involved in this issue and what are their positions? Include how these actors construct the problem and what solutions they suggest, if they do. Put in appendix documents about the actors and their positions.

5) Describe the content of the adopted policy. What are the main elements of the policy? Put in appendix documents about the content or of its main elements (try not to exceed five pages). Keep in mind the policy can be presented in more than one document and can even be part of a discourse.

6) Identify two tools that were used during the development and/or implementation of the policy. Explain how they were used.

Reactions of the non-governmental actors. What are the non-governmental actors' reactions, if any, to the government policy decision? Include in appendix photocopies of the documentation related to the actors and their reactions.

7) Policy evaluation. Has an evaluation of this policy been conducted? If so, by whom? What type of evaluation is it? What are the main conclusions?

8) Your analysis. Do you consider the issue was resolved? Explain your answer. Use the answers to questions 1 to 7 to formulate the answer. The answer should not be a value judgment about the policy, but rather focus on its impact on the issue it is supposed to solve
