An hourly employee paid for how many hours she works rather

Question: Write a memo to the Board of Ethics from the Manager based on the scenario below:

An hourly employee (paid for how many hours she works rather than a fixed salary) had been an incredibly diligent worker until her 10-year-old son was diagnosed with Leukemia. After the diagnosis, she continued to show up to work, but spent at least 25% of her time on the telephone speaking with doctors, parents in her cancer support group, and her child. She remained "clocked in" for the entire period in which she was at the office, even the time she spent on the telephone. Her boss started noticing that her workload had suffered greatly since the diagnosis of her son. (Source of scenario: Baruch College of Ethics).

As the manager, integrate the information from Ethics in Management into your memo to the Board of Ethics. Do you believe that the hourly employee acted unethically? Please justify your response with information from the text and recommend a course of action to the board.
