Acetic acid has less conductivity, because Acetic ionizes less in solution.  HCl separates nearly complete in solution to form the ions H+ and Cl-. Acetic acid only moderately ionizes into H+ and CH3COO- with lots of it remaining as complete CH3COOH molecules. It is concentration of ions in a solution that determines its conductivity. An electric current passes by solution with movement of these ions. The range to which any partly ionized substance really ionizes can be stated as its pKa value.
