Shortages occur while price controls are in effect

Why is it true that shortages generally occur mainly while price controls are in effect?
In the absence of price controls the shortage generally goes away quickly since prices are bid up to eliminate the excess demand. But along with price controls in effect the shortage generally persists. This helps explain why we generally only see long lines in effect while the government imposes a price ceiling like it did during the year of 1970s so called gas crisis.
