BACKGROUND

Case studies are a powerful means to explore the diverse issues that emerge from the current emphasis on data and digital technologies in our society. This unit focuses on, but is not limited to, four themes that are central to our understanding of data in society: privacy, rights,
governance/accountability and access/use.

YOUR TASK

1. Your assignment will be to identify, examine and analyse significant data issues relating to each of the four themes in your case study.

2. You will provide a report of your findings.

3. You will also provide recommendations relating to data policies, strategies and innovations and policies to address the needs of key stakeholders in the case study.

Each tutorial class will be divided into 4 groups of 3-4 students. Each group will be assigned a different case study and each member of the group will nominate which theme (privacy, rights, governance and accountability, access/use) they will address within the context of the case study.

Group members will need to communicate and co-operate closely with other group members to ensure that their work is coordinated in the production of both parts of the Final Report. Each group will submit Part 1 of the Final Report at the end of Week 7 and Part 2 of the Final Report at the end of Week 14.

CASE STUDY PARTS

Final Report Part 1 - Scoping the Case

The main purposes of Part 1 are to:

• introduce your team and its role

• identify the context of your case

• identify key stakeholders

• identify and justify the main data-related issues that you will focus on for each theme.

It will be an opportunity for you to get feedback from your tutor before you embark on a detailed investigation of your case study.

The Context:

You will introduce your team and its role (what you will investigate and analyse, who you will report to, the form the report will take, type of recommendations you will make).

You will describe the case setting from the perspective of the 4 themes.

You will set the scope for your investigation, analysis and reporting of data-related issues by describing the broader context.

You will provide an overview of relevant organisational and community contexts, and the industry government or not-for-profit sector, as well as the national and international social, political and legal environments relevant to your case.

Key Stakeholders

You will identify the key stakeholders, their interest in the case and related data needs.

The Issues in Focus

You will identify significant data-related issues relating to the broad themes of your case. You will justify why you have selected these issues as the focus for your investigation, analysis and reporting. You will provide a reference list of the main sources you will use.

Final Report Part 2: Analysis, Findings, Recommendations

The main purposes of this Part are to:

• report on your investigations and analysis of the significant data-related issues for each of the four themes

• report on your findings

• provide recommendations about data policies, strategies and innovations.

Analysis

You will investigate and analyse the significant data-related issues for each theme with reference to the data needs of key stakeholders.

You will critically examine how the issues impact on the key stakeholders.

The report on your investigation and analysis should demonstrate that you have explored the data-related issues in detail and that you are able to present your investigations in a coherent way. It is expected that you will reference appropriate sources such as journal papers,
practitioner articles and websites to support your investigations.
