There are many reasons for public sector managers and organizations to behave ethically. By behaving in an ethical manner, managers and organizations maintain the trust of the people they serve. It also creates a positive organizational culture by being a role model to others who are part of the organization. Resources are used in an efficient manner by providing adequate services to the constituents. Public organizations rely on funding from tax dollars to continue operations. Behaving in an ethical manner promotes transparency and accountability. When public sector managers and organizations are providing the service that is owed to the public, there is a higher accountability and transparency since they are truly serving their purpose. Ethical behavior from public officials and organizations is essential for an effective government.
An example of a public leader behaving unethically is Sheriff Joe Arpaio of Maricopa County in Arizona. Arpaio was sheriff for 24 years, from 1993 to 2017. Arpaio was known for having a tough stance on crime. During his tenure as sheriff, Arpaio's actions were unethical due to his violating constitutional rights, defying court orders, mistreating prisoners, and abusing his power for personal gain.
In 2013, Arpaio and the department were found guilty of racially profiling Latinos and arresting them based on their perceived immigration status. These actions were unethical due to their violations of human rights and equality. Arpaio also defied court orders by refusing to end immigration patrols that used racial profiling. Doing so was unethical behavior by willfully defying court orders, as well as criminal. Arpaio was found guilty of contempt of court in 2017. In his time as sheriff, Maricopa County jails were infamous for the inhumane treatment of inmates. Especially, Tent City, which was a jail in the desert where inmates were housed in tents. Exposing inmates to extreme heat, poor medical care, and humiliating treatment of inmates. Arpaio also retaliated against those who opposed his views by filing questionable criminal charges and launching investigations without a basis.
Unethical behavior from Arpaio's actions ultimately cost him his position as sheriff, and most importantly, the residents of Maricopa County did not have trust in the sheriff's department. Arpaio's unethical behavior shows what can happen when an individual abuses their power. Need Assignment Help?
