Why might knowledge be thought of as a global public good

Problem

Some public goods are "local," that is, they provide services only to those living in a particular locality. What might be meant by a "global" public good? Why might knowledge be thought of as a global public good? What implications does this have for government policy in a small country? Can a country be a "free rider" in basic research?

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
