Why arizona law requires schools to teach english

Problem:

As I read the Arizona department of education website it says under the Policy section that "Arizona law requires schools to teach English. (A.R.S. §15-752. English language education) Arizona law requires materials and subject matter instruction to be in English. (A.R.S. §15-751. Definitions, 5 and A.R.S. §15-752) Arizona law requires English language learners to be grouped together in a structured English immersion setting. (A.R.S. §15-751. Definitions, 5) The problem I think grouping together these students is that it singles them out and puts the focus on them and might lead to kids thinking they are different and also might result in them being bullied. I think they best way for them to learn would be to have like a homeroom where they can all go during a class period and a teacher can help them. Another way is to have a ELL teacher to go around and help read them the directions in their native language. What potential consequences do you think teachers should be aware of? Are there certain consequences that are more likely to happen then others?
