Problem: When Should Federal Courts Strike Down State Laws?

Recently, a United States District Court judge struck down a state law restricting handgun carrying to Texans over the age of 21.  Should federal courts, interpretting the U.S. Constitution, be active in striking down laws enacted by state legislatures?  What is the role of federal judges in interpreting the U.S. Constitution in regards to the Texas Constitution.
