What would you do as a leader if despite your best attempts

What would you do as a leader if, despite your best attempts, your group seemed to be marked by distrust?

For example, you could pick a group member and ask that person what he or she imagines would happen if he or she were to disclose the things that were personally significant. You could ask each member to complete the sentence: "If I were to trust you. . . ." or "I don't trust you because. . . ." You could model by telling members how you feel in this group. Or, you might consider disbanding the group. What other courses of action can you think of for a group that doesn't develop trust?
