" Homeland Security is defending the security of the nation's homeland against any terrorist attacks foreign or domestic with intent to do harm towards any citizen of the America. Homeland security should be considered both national security and national defense, because it takes in the account the safe of the American people and also national defense because when thinking about Homeland Security it can be considered defense because you have to know what is needed in order to defend the said event at the time. It would be more related to National security because of all the strategies that take place in order to keep our nation safe.

When looking at homeland security one has to ask themselves who is a stakeholder in DHS there are many stakeholders in homeland security such as The United States Coast Guard, United States Customs and Border Protection, Federal Emergency Management Agency, Federal Law Enforcement Training Center, United States Immigration and Customs Enforcement, Transportation Security Administration, United States Secret Service and United States Citizenship and Immigration Service ( Official website of the Department of Homeland Security). Those are many of the federal stakeholders in homeland Security and there are many private sector stakeholders that help with the department of homeland security. The primary stakeholder's are all the federal government agencies connected to Homeland Security because they are mostly the ones who get much of the funding to keep our nation safe. The local and state governments play more of a peripheral role because their funding from homeland depends on what they need as in the ways of help. The reason I'm saying they play a peripheral role because when you look at a natural disaster such as a Hurricane or a tornado that comes and destroys a city or town the government will often declare a state of emergency because they don't have the man power or resources to deal with the said disaster, thus calling in federal help such as FEMA or in many cases National Guard or Coast Guard to help with search and rescue.

When looking at Homeland Security as a perceptive of who is responsible for homeland security it falls on every department that is under the Homeland Security umbral. It's not one department's responsibility it's a join effort because when looking at it everyone plays a role that is crucial to homeland security. Take for instant's search and rescue missions when one land The National Guard puts in the effort to search and find missing people and when its deals with a water search and rescue the United States Coast Guard puts in the effort. Every department is responsible for their role in Homeland Security because each component brings in a certain aspect for helping secure our Homefront. When it comes to Natural disaster they should be considered under the umbral of homeland security because when looking at a natural disaster it can compromise our travel system and other aspect that make everyday life easy. Take in to fact Hurricane Katrina from 2005 when the leaves broke in New Orleans there was a treat of disease because of the unhealthy bacteria that entered into the public drinking water. FEMA brought in clean drinking water from surrounding states because of the health concern for the people of New Orleans. Natural disasters not matter how you look at it can have an impact on our security because they are so unpredictable and the timely is never determined.

The difference between emergency management and homeland security is one deal with before an attack happens and the other deals with how to manage the attack after it happened without it getting out of control. Yes they both are required because they go so well hand in hand. Homeland Security takes into account all the intelligence that is learned before the attack happens so that we can prepare for it and once it happens Emergency Management takes over to help figure out where everyone needs to go when the attack happens in order to keep mass chaos from happened because with proper planning the attack can be dealt with easily. Homeland Security and Emergency Management will always go hand in hand no matter the attack or disaster that hit's because each is needed at the time of the event.
