What sets the two learning theories apart

Problem

It seems that operant conditioning shares similarities with latent learning. For example, positive reinforcement requires the addition of a stimulus to increase a behavior. With repeated exposure to a specific behavior, it would seem that one would be conditioned to act in that way. What do you think? What sets these two learning theories apart? In what ways are they similar?
