Traditional goals of imposing criminal sanctions

Problem: Studies reveal that none of the traditional goals of imposing criminal sanctions (punishment, deterrence, and rehabilitation) are furthered by the current criminalization of prostitution. What are some (scholarly, not personal) arguments for legalizing prostitution? Despite this essential fact of prostitution, there are very few studies of why people (mostly men) choose to become customers or clients of a prostitute (mostly women). The implicit message from this lack of studies is that it is "normal" for men to have sex with a prostitute but abnormal for women to charge these men for this sex. Many scholars argue this is an example of male privilege that has been institutionalized. How so? Many sexually active teenagers do not use contraception regularly. What are some sociological explanations behind this trend? Studies find that women and men are equally sexually active today. What traditional social narratives might make this finding surprising for some? (Hint: focus on the social institutions influencing individuals rather than focusing on individuals, themselves).
