To what extent should governments rely on corporate


Problem

I. Should individuals making $30,000 or less be taxed the same as those making $100, 000? What are the repercussions of this type of tax compared to more progressive taxation (i.e. where those with higher incomes are taxed at a higher rate)?

II. Should provinces with proportionally larger elderly populations or those with more dispersed populations receive some additional sums due to the higher demand on their health care systems? In other words, should Canada's health and social transfers take account of a province/territory's unique demographic characteristics that create additional costs of providing services?

III. To what extent should governments rely on corporate and personal income tax to fund goods and services and to what extent should they rely on user fees? What are the benefits and drawbacks of these different approaches? Is on approach fairer? If so, why?
