To what extent is government aimed at the common good

Problem

Rawls (1999, p. 205) writes that if government is assumed to aim for the common good, and if "some men can be identified as having superior wisdom and judgment, others are willing to trust them and to concede to their opinion a greater wealth." To what extent is government aimed at the common good? Can individuals be trusted to act on the behalf of society? Comment in a paragraph or two.

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
