The protocol and framing of the questions

While conducting interviews of witnesses to any crime, the protocol and framing of the questions are crucial to getting accurate information from the witness during an interview of a cooperative witness to a murder, the investigating officer posed the following question regarding the identification of the car used by the perpetrator: "Was the car blue?"
Do you think this was an appropriate question? Why? Being a cooperative witness, should the questions posed be different than if they were questions asked of an uncooperative witness? Why? In your opinion, what would be an ideal interview environment for this witness to give out the maximum information?
