Modifications, on the other hand, involve changes to what a student is expected to learn and may alter the grade-level standards or instructional outcomes.

An example of an accommodation in a math classroom would be allowing a student with a learning disability extra time on a unit test or providing access to a calculator for multi-step problem solving. The student is still responsible for mastering the same grade-level standards, but the accommodation reduces the impact of processing speed or working memory difficulties. A modification example would be reducing the number of problems a student must complete or teaching the student to solve one-step equations while the rest of the class is working on two-step equations. In this case, the academic expectation itself is changed.

The use of accommodations is appropriate when a student can meet grade-level standards with supports in place, as this maintains high expectations and access to the general education curriculum. Modifications are justified when a student's disability significantly impacts their ability to master grade-level content, even with accommodations, and individualized goals aligned to their instructional level are more appropriate.
