State what good might they have accomplished

Problem

In the class required book "The Twelve Caesars" by the ancient Roman historian, Seutonius, the author gives a racy, chatty, opinionated biography of the most powerful men in the ancient world, twelve of the most influential emperors of Rome up to that time. Pick two of the "bad" or evil Caesars written about by Seutonius, CALIGULA and NERO. Seutonius gives a very harsh write-up on these two emperors. Read the short biographies of CALIGULA and NERO in "The Twelve Caesars" and make an argument that the author might have been a little rough on these two leaders. They are portrayed as being monsters, but after your research, determine if either of these two emperors accomplished some good. State what good might they have accomplished? Was Seutonius's portrayal simply a hatchet job, or were CALIGULA and NERO truly "foul balls," so to speak?
