All expense accounts are recorded as a decrease to owner's equity in the accounting equation presented. This decrease indicates that the owner's investment in the company has decreased due to the cost of payroll to the company" (Kent J.).

From my personal experience with five hundred people payroll, I can tell that a lot of organizations look into payroll record, and it is extremely important to keep accurate journal entries. For example, worker's comp. insurance premiums are calculated based on increases or decreases in payroll, as well as percentage of exempt and skilled employees. Unions are always look for number of hours worked by employees, as well as salary ranges. IRS will deep down on taxes withheld.
