This act was the result of years of advocacy by disabled people and their allies. Their main point of argument was that discrimination against disabled people was a civil rights violation. Section 501 of the law prohibited federal agencies from discriminating against individuals with disabilities. It encourages companies to actively hire and promote workers with disabilities. Provide equal access to training and promotion opportunities. As well as provide needed accommodations for workers with disabilities. This policy serves people with disabilities. Section 504 protects individuals with disabilities, under this law individuals with disabilities are defined as persons with a physical or mental impairment that substantially limits one or more major life activities. Major life activities include caring for one's self, walking, seeing, hearing, speaking, breathing, working, performing manual tasks, and learning (hhs.gov). People are often more accepting of people with visible disabilities because they can see the disability. This makes people more sympathetic and in support of policies that help those with disabilities. As opposed to people with invisible disabilities may not receive the same sympathy and the stigma with psychiatric disabilities can also have a negative impact on the feelings and thoughts towards people with invisible disabilities. So, people's perception of disability is very important when it comes to policymaking because negative attitudes toward disabilities disempower individuals with disabilities and lead to their exclusion and isolation from society. On the other hand, a healthy and positive society encourages positive attitudes towards individuals with disabilities and promotes inclusion in society.
