Pirates were very open in regards to who could be a pirate

Pirates were very open in regards to who could be a pirate.  black, white, male, female, anyone could be one so as long as they could contribute.  What does pirate openeness towards diversity of their crew tell us about the golden age of pirates? how did this position conflict with the positions of the american colonys and europe?
