People responsible for organizations unethical behavior

Problem:

Though businesses significantly improve the quality of life through their products and services, organizations are still ethically challenged due to human nature and management gaps. Some people believe that every action or decision we as individuals do is subject to ethical analysis and the same applies to organizations. When a group of people (organization) plans to do something unethical, the consequences will not only affect the board committee of that organization, but it will also affect the simple employee who might not even know that his/her company has unethical intentions.

QUESTION:

If we are to judge the people responsible for the organization's unethical behavior, what do you think is a suitable and just method that treats that simple employee with equity?

Please include any references in your response.
