One of the top ten most common problems facing human

One of the top ten most common problems facing human resources today is training and compliance with corporate or departmental policies. In the following article, the author describes how several studies have shown that even with ethics training many companies still have numerous problems with employees violating company policy and procedure. The author argues that ethics training is worthless for companies to invest in because it’s less about the training of the employee than more about the culture behind the company when excepting wrong doing.

My question is even though training is a positive aspect for companies to preform to limit the amount of liability on itself, is the financial burden of conducting annual or biannual training still seen as beneficial when policies are being violated? Explain why or why not?
