How would you build your sampling frame

Problem

Imagine that you are working on a research project at your school on student attitudes. You are interested in measuring how responsive administrators are to issues raised by the student body through its student government using a probability sample. Assuming that your population of interest includes every enrolled student at the school, how might you build a sampling frame without asking for or using a complete list of enrolled students? In answering this question, think about the information that is publicly available to you and about different methods of drawing a sample.

• How would you build your sampling frame?

• Consider the challenges you may face in the plan you described in part a. Will your sampling frame duplicate the population of interest? Are there portions of the population that may not be included in the sampling frame?

• Why is it problematic if the sampling frame is different from the population of interest?
