How should prosecutors be exempt from civil suits


Problem:

Take a look at the case of Connick v. Thompson, on page 175 of our book.  Here the case involved prosecutorial misconduct where the prosecutor withheld evidence from the Defendant that would prove he was innocent.  The Defendant was sentenced to death and was a month away from being executed when the Prosecutor who was dying confessed he withheld evidence and sent an innocent man to the electric chair.  Compare this with the Michael Nifong (page 168) where the prosecutor withheld evidence in order to win an election.  The U.S. Supreme Court held that a prosecutor has "Qualified Immunity."  This means that they cannot be sued for damages if they are performing the duties of the office.  This is not the same immunity that judges give themselves which is "absolute immunity," meaning they can't be sued even for criminal acts.

Knowing this should prosecutors be exempt from civil suits arising from misconduct?  If you answer yes then support what sanctions should prosecutors receive for misconduct?  If you say no then support how a prosecutor would proceed with a difficult case with weak evidence if they are afraid of being sued.
