Assignment task:

A job posting article with the following language restricts management rights in which way: "(a) The Employer shall first conduct an internal competition and fill vacancies from within the bargaining unit with a candidate who meets the qualifications as determined by the Employer. (b) After completing an internal competition which did not yield a qualified bargaining unit member, the Employer may then consider candidates from outside the bargaining unit." Question 11 options: Management must determine if there are any qualified bargaining unit members first, before considering external candidates. Management must consider both internal and external applicants at the same time, and then select the strongest candidate for the job, Management must select the bargaining unit member with the greatest seniority. There is no restriction, management is able to create the selection process they want and select whoever they believe is best for the job
