Individual advocacy differs from systems and legislative advocacy because it focuses on meeting the specific needs of one client. Systems advocacy works to improve policies, procedures, or services within organizations and communities, while legislative advocacy focuses on changing laws and public policy to better protect people from harm. A counselor acting as an individual client advocate works directly to ensure that the client's rights, needs, and well-being are addressed in a personal and immediate way.

For example, a counselor may advocate for a client by helping them access needed medical care or community resources, especially if the client is older and struggling to meet basic needs. A counselor may also speak up when a client is being treated unfairly by a service provider, agency, or institution. In addition, the counselor may help the client understand their rights and connect with community leaders or organizations when larger issues affect their quality of life. These actions reflect individual advocacy because they are directed toward helping one person receive support, protection, and fair treatment.

Legislative and systems advocacy tends to look at a specific population as a whole while individual advocacy is just that, advocating for an individual's specific circumstances or needs.

Legislation may dictate that a person must meet certain criteria for a specific accommodation and the person may fall a bit short or they may not meet it exactly as the system/legislature expects.

Counselors advocate for clients all the time. They may be advocating for a client to obtain certain disability/handicap accommodations and may have to prove that the patient's overall safety and wellbeing would be impacted negatively by refusal of needs and positively by approval. A counselor may serve as an individual advocate for client's when they are under review for return to employment following a psychological event or trauma, for example: John was at work at a construction site when a vehicle spins out of control, wrecking into his jobsite and injuring John and a coworker. The company dictates that in addition to medical clearance the patient undergo psychological clearance before returning to work. He was given paid leave for 4 weeks (this is a world in which companies care about these things) but as his counselor begins working with him, they realize John needs an extension as he was severely psychologically impacted by the accident and injury.

Counselors may also advocate for clients in less official, legal ways. They may advocate for a child client's privacy and autonomy to the patient's parents. A 14 year old comes to their counselor and the counselor is legally obligated to disclose information to the parents but the client requests that some of the things she shares be kept from her parents. The counselor can tell the client that she cannot guarantee but they can work together to have a conversation with her parents about her boundaries in what information from counseling is shared.
