Problem
The goals is to familiarize yourself with how evaluation research proposals are typically framed. You will focus on identifying the existing literature and reviewing it, and specifically stating the problem that your chosen program will address.
You will also develop a set of research questions (at least two) that will guide this projects goals and objectives. With each research question, be sure to identify the associated goals and objectives.
This should feel familiar; the front end of most proposals is pretty typical. However, with evaluation research it is important to outline your goals and objectives, as these will help guide the reviewer through the proposal.
